Conservative Candidate for Exmouth Halsdon
I am Paula Burtoft, your Conservative candidate in the Exmouth Halsdon by-election. I have lived in Exmouth all my life. I went to school here, I have worked here, and I have raised my family here. This town is my home, and I care deeply about its future.
As a qualified nurse and care home manager, I have spent my career supporting people across our community. That experience has taught me the value of care, common sense and practical decision-making. I am not a politician; I am standing because I want to make Exmouth an even better place to live, work and grow up in.
With local government reorganisation underway, I will make sure that health and social care are properly prioritised, and that Exmouth’s voice is heard. Our community deserves a representative who understands how vital these services are for local families and older residents alike.

Decades of experience in health and social care. I will ensure local government reforms protect essential services and put people first.
Tackling Anti-Social Behaviour
Working with PCC Alison Hernandez and David Reed MP to make Exmouth’s streets safer through more visible policing and a zero-tolerance approach to crime and vandalism.
Responsible Housing and Roads
Supporting new homes at Goodmores only when backed by proper infrastructure: roads, schools, shops and public transport. I will also ensure the Dinan Way link road genuinely reduces congestion and prevents rat-running.
Standing Against Asylum Hotels
Conservative-led councils across the country are taking action to shut down asylum hotels, while Lib Dem-led North Devon District Council has declared itself a sanctuary council. I will oppose any attempt to do the same in East Devon and will table a motion at EDDC to rule it out clearly and firmly.
Backing Local Businesses
The closure of the much-loved Crusty Cob Bakery shows how tough times are for small businesses. I will back Conservative plans to abolish business rates for retail, hospitality and leisure and help our town centre thrive again.
Protecting Local Banking
With the loss of HSBC, NatWest and Santander, I will work with David Reed MP to keep banking services accessible for all, especially older and less tech-confident residents.
